The Assistant Judge of a city is appointed by the Chief Judge and acts as that individuals second, and can use their powers to declare new city enemies or open/close the city gates - However the Assistant Judge can only exert these powers if there is no more senior member of the Justice Ministry present in the realm at the time; Either the Chief Judge themselves, the Minister of Justice. The presence of the Emperor does not prevent the Assistant Judge from using their powers, even if the Emperor is currently able to seize Justice Ministry powers.
