Each of the nine capital cities of Elysium has a Ministry of Justice, which is headed by the Minister of Justice.

The Minister of Justice is responsible for keeping peace within the city, and to carry out any 'disciplining' that the Emperor orders upon anyone within the city.

The Minister may assemble city guards, put bounties on the heads of anyone within Elysium, uncitizen citizens and unlock any door within the city. They may also declare players as enemies of the city they are Minister of.

The Minister is also responsible for appointing the Chief Judge.
